NACOSA is looking for a suitably qualified candidate within South Africa to manage the implementation of the OVC and DREAMS programme under the USAID award entitled; Community-based Violence Prevention and Linkages to Response in SA Programme in Mpumalanga.

The successful candidate will have management and oversight responsibility for the OVC and GBV programme; focusing on the delivery of OVC programmes and GBV prevention programmes and care and support programmes. The programme will be implemented in all 3 districts in Mpumalanga.

The Programme Specialist Role

The Programme Specialist position will support and deliver on NACOSA’s USAID funded Community-based Violence Prevention and Linkages to Response in SA Programme. This HIV and GBV Prevention Programme focuses on delivering programmes to

•Orphans and Vulnerable Children
•Adolescent Girls and Young Women (AGYW) and Adolescent Boys and Young Men (ABYM)
•Survivors of sexual violence

The grant is implemented in 7 provinces, and is reporting to the Chief of Party.

The key performance areas of the role are:
•Develop, coordinate and manage the delivery of provincial programme workplans and ensure that grant implementation is in alignment with the approved workplan, budget and targets.
•Provide in-depth programmatic guidance and leadership to implementing partners to ensure programme quality.
•Monitor and analyze the programme performance of implementing partners and provide course correction where needed.
•Identify capacity needs and facilitate the provision of capacity building to implementing partners to strengthen programme quality and performance.
•Provide mentoring and coaching support to staff from implementing organisations on technical programme areas as required
•Produce periodic reports on programme objectives, implementation plans and performance.
•Network with, and build strategic alliances and relationships with key provincial and district stakeholders in the gender and sexual violence field and act as a thought leader.
•Represent NACOSA at high level technical meetings and forums at provincial and district level

Required qualifications, skills and experience

We are looking for an experienced Programme Specialist with a successful track record of programme management.
•Bachelor degree or equivalent in Social Science/Public Health or related discipline. A Master’s degree will be an added advantage.
•Minimum of 5 years specific HIV prevention related work experience in the health and social development sectors, and preferably in the field of OVC, AGYW and/or survivors of sexual violence
•Experience in programme planning, implementation, management and M&E, including management of outsourced partners.
•Knowledge about: HIV prevention, sexual and reproductive health; HIV Testing Services; GBV programming; evidence-informed and rights-based programming for survivors of GBV, particularly for adolescent girls and young women; functioning of Thuthuzela Care Centres; the relevant national and provincial policies and guidelines pertaining to GBV and HIV services.
•Excellent communications skills in English, including the ability to guide implementers and service providers on the programme.
•Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports.
•Excellent computer skills (Word, Excel, PowerPoint) with experience of web-based data systems and ability to create graphs, flow diagrams and GANTT charts.
•Must be highly organised, deadline driven and efficient with planning skills and a proactive and positive approach.
•Ability to work well in a team environment, and to coordinate multiple inputs to tight deadlines, with a variety of internal and external stakeholders.
•Understanding of the NGO sector and knowledge of big donor processes/requirements will be a benefit.
•Must be a human rights advocate with excellent advocacy skills and experience.
•Driver’s license.
•Willingness to travel extensively.
