Working under direct supervision of the WRW Manager; the Investigators will join the staff of (WRW), a new organization in Maseru, Lesotho responsible for ensuring compliance with a new Code of Conduct to eradicate gender-based violence and harassment (GBVH) in garment factories owned by Nien Hsing in Lesotho.

Nien Hsing is a signatory to a landmark agreement with WLSA, FIDA, Independent Democratic Union of Lesotho (IDUL), United Textile Employees (UNITE), the National Clothing Textile and Allied Workers Union (NACTWU), Nien Hsing factories, Levis Strauss & Co., the Children’s Place and Kontoor Brands to establish a program to eradicate GBVH in the workplace. This is inclusive of education and awareness training and establishes Workers’ Rights Watch to monitor and receive complaints of violations of the Code of Conduct from workers at Nien Hsing through prompt and fair investigations of complaints and issuance of determinations regarding complaints.

 

 

Job Title: Programme Manager
Location: Maseru, Lesotho
Reports to: Lead Assessor

 

Key Responsibilities:

The Programme Manager will be one of the senior members of the staff of WRW. The Programme Manager will work under the direct supervision of the Lead Assessor and supervise the Investigators who are conducting investigations of complaints from workers at Nien Hsing of possible violations of the Code of Conduct prohibiting GBVH to ensure that the investigations are conducted efficiently and effectively within time limits.

The Programme Manager shall be guided by and strictly adhere to WRW’s guiding policies and procedures in his/her interactions. The Programme Manager is responsible for ensuring that investigations are conducted and completed and treating all parties engaged in the complaint process with sensitivity and neutrality as well as keeping all information very confidential. The Programme Manager shall be a direct link between WRW and the information line.

Duties and Responsibilities:

  • Liaising and coordinating with all concerned parties; information line and the investigators.
  • Setting deadlines for investigations.
  • Sending out letters to NH, respondents, reminders, etc.
  • Monitor and manage the work of the investigation staff to ensure quality, consistency, integrity, and timely processing.
  • On a quarterly basis, produce quantitative and qualitative activity reports outlining work done and note implementation obstacles/problems related to the programs.
  • Assist in maintaining a database related to reports of misconduct, discrimination, retaliation, and harassment and develop reports, assess trends, and identify areas of concern.
  • Establish and maintain data, benchmarks, indicators, and outcomes for the WRW to measure the impact of its programme.
  • Participate in meetings, hearings or grievances related to results of investigations.

Qualifications, Skills, Experience and Competencies:

The ideal candidate should possess and should have demonstrated knowledge and experience as provided below.

  • Bachelor’s degree or higher, preferably in social sciences, political science, or law.
  • Excellent command of English and Sesotho languages demonstrated in writing concise, logical analytical reports to convey complex issues.
  • Strong and effective interpersonal skills; the ability to listen well and demonstrate sensitivity to and respect for individual needs.
  • Evidence of social and cultural sensitivity; knowledge of human and labour rights are important assets.
  • Excellent judgment with the ability to manage overly sensitive and confidential information. Prior knowledge and experience of working with individuals who have experienced GBVH will be an added advantage.
  • Exceptional critical thinking skills demonstrated by the ability to analyse information, evaluate results, the ability to handle issues of complex nature and extreme sensitivity.
  • Good computer skills including with word processing, spreadsheet, presentation, and preferably, desktop publishing programs.
  • Ability to understand budgets, cashflows
  • Ability to establish and maintain professional and productive working relationships with staff and partners of different caliber
  • Ability to maintain neutrality and work under pressure and in stressful situations.
  • Experience in labor and industrial relations and social dialogue between employers and unions/worker representatives would be an added advantage.
